PROCEDURE DE REFERENCEMENT
1) Sous-traitants (Décret n° 2019-342)
- Copie de l’agrément en cours de validité (par type d’activités).
- Dossier légal & fiscal : Statuts/RCCM, immatriculation CNSS, certificat de moralité fiscale (ou patente), domiciliation bancaire.
- Assurance responsabilité civile professionnelle (attestation/police à jour).
- Contenu local : organigramme précisant le % de personnel congolais + preuves d’affiliation CNSS.
- Si entité étrangère : justificatifs ATE / succursale / dispense et pièces juridiques afférentes (traductions/légalisations si applicable).
2) Prestataires de services / Fournisseurs / Mise à disposition de personnel (Décret n° 2019-343)
- Copie de l’autorisation d’exercer en cours de validité.
- Dossier légal & fiscal : Statuts/RCCM (ou carte de commerçant), CNSS, certificat de moralité fiscale (ou patente).
- Assurance responsabilité civile professionnelle + inscription à l’annuaire hydrocarbures.
- Organisation & emploi local : organigramme + % de personnel congolais + preuves d’affiliation CNSS.
- Si entité étrangère : justificatifs ATE / succursale / dispense et pièces juridiques afférentes.
3) Emploi, promotion & formation du personnel congolais (Décret n° 2019-345) – le cas échéant
- Plan de congolisation (si soumis/actualisé) et contrat-programme avec les ministères compétents.
- Autorisation(s) préalable(s) pour tout personnel expatrié en poste.
4) Documents transverses (toutes catégories)
- Attestation/Police d’assurance RC professionnelle à jour.
- Formulaire SNPC de demande de référencement 2025 dûment renseigné et signé (ci-joint), accompagné de l’ensemble des pièces justificatives demandées.

- L’original de l’ANO ou de l’Autorisation spéciale dans un jeu (DGCM P) ;
- Les copies de l’ANO ou de l’Autorisation spéciale dans tous les jeux (DGCM P) ;
- La patente de l’année en cours (Impôt) ;
- Le certificat de moralité fiscale de l’année en cours (DGI) ;
- Le certificat de résidence fiscale de l’année en cours (Impôt) ;
- L’immatriculation au Registre du Commerce et du Crédit Mobilier (RCCM / MC/CE) ;
- Le quitus de paiement des cotisations de l’année en cours (CNSS) ;
- L’avis d’affiliation à la Caisse Nationale de Sécurité Sociale (CNSS) ;
- Le certificat de non-faillite, de redressement et de liquidation judiciaire (délivré par le parquet) ;
- L’attestation du régime d’imposition de l’année en cours (Impôt) ;
- L’attestation de non-redevance fiscale (pas trop exigée) ;
- Le relevé d’identité bancaire (RIB) ou son équivalent (Banque) ;
- Le numéro d’identification unique (NIU) délivré par la Direction Générale des Impôts et du Domaine (DGID) ;
- Le SCIEN délivré au Centre National des Statistiques et des Études Économiques (CNSEE) ;
- .Le SCIET délivré au Centre National des Statistiques et des Études Économiques (CNSEE) ;
- L’agrément de l’année en cours (pour le marché de construction) (MCU) ;
- Le certificat de non-exclusion aux Marchés Publics (ARMP).
